On Monday Edwin de la Cruz revealed he had witnessed unethical behavior surrounding the recall of Lima mayor Susana Villarán.

According to El Comercio, De La Cruz said he met with Marco Tulio Gutierrez - head of a group aiming to recall - over a week ago, and had seen Gutierrez receiving a call form former Lima mayor Luis Castañeda. Like Gutierrez, De La Cruz also led a group that aimed to recall Villarán.

De La Cruz said Gutierrez told him they needed money, and the support of any candidate for the mayor’s office, in order to continue gathering signatures for the recall.

"Not only is this a joke for those seeking to recall, but an insult to the residents of Lima who support the revocation process," De La Cruz said, according to El Comercio.

De La Cruz’s revelations add to the Gutierrez received last week, when audio from a private conversation was made public on Thursday night.

During the conversation Gutierrez says his main goal with the recall was to gain publicity for his own institute, IPAM (Peruvian Institute for Municipal Administration)

"The important thing is that I got the name of IPAM out there, and this year even more with the publicity of this recall," Gutierrez said during the conversation, broadcast on TV show ‘Buenas Noches’, last week.

When asked about the recorded conversation, Gutierrez said the audio had been edited, and taken out of context.
