On Tuesday Prime Minister Oscar Valdés asked regional leaders in Cajamarca to resume dialogue and to put an end to the strike against the Conga mining project.

"We invite regional president Gregorio Santos and all leaders in Cajamarca to resume dialogue and stop the strike. The President would suspend the state of emergency and we would continue with two working groups: one for Conga and the other for Cajamarca’s internal development," he said, according to Peru21.

The first group, he said, would seek international studies surrounding the Conga mining project, which is being rejected by protestors in Cajamarca over fears it would affect four lakes in the region.

Valdés said residents in Cajamarca had already spoken in favor of this study, and added that the government was waiting for the strike to end so they could re-initiate talks.

The second working group, he said, would focus on the development of Cajamarca, including the construction of roads, electrical networks, and other infrastructure projects.

"But first they must end the strike, then we will install the negotiating group, then we can evaluate the options given by the Conga study, and then we would suspend the state of emergency," he told TV Peru.

The Prime Minister said no agreement had been reached with Cajamarca protestors, so far, due to the “stubbornness” of some of the local leaders.
