Protestors continue with Panamericana Sur roadblock in Cañete - Update

The former Panamericana Sur highway continues to be blocked off, near Valle Alto, Cañete, due to protests against the planned second phase expansion of a correctional facility in the city, even though the National Corrections Institute (INPE) announced the project would not be built.
Local community leader Ítalo Maldonado Montoya, said that although the second phase of expansion had been suspended, a clear agreement regarding the first phase of expansion had not been made.
Maldonado announced they would continue with the protests, until an agreement was reached.
"We’re calling for an indefinite strike today, due to the failure in talks," Maldonado said to local radio RPP.
This morning, more than five thousand people met in Cañete’s city square, before traveling to Cerro Azul and setting up a roadblock.
Protestors traveled to the site on foot, bicycles and combis, while some 200 police officers attempted to stop the roadblock.
The National Corrections Institute has stated that the first phase of expansion would continue because contracts were already in place.
Update:
At noon, about 300 police officers clashed with 8,000 protestors in the area.
The clash resulted in one death after a 24-year old man was shot in the chest, according to reports by El Comercio.
